North Dakota Auto Insurance
North Dakota is a “No Fault” state. That means that every driver is required to purchase Personal Injury Protection, PIP, in which the driver’s or policy holder’s (“first party”) insurance company covers non-catastrophic injury-related expenses and associated costs as a result of an accident regardless who is “at fault.” This insures that every motorist will receive immediate medical attention. Also, this limits a driver from suing or being sued for damages as a result of an accident in most cases. However, based on the severity of the accident/injury or monetary amount, if you are at fault you may be subject to a lawsuit for damages.

Penalty for Failure to Comply—if you operate or allow another to operate your vehicle without auto insurance meeting state requirements you can receive a $150 fine, registration revocation, and license suspension
Non-Seatbelt Use
You can not be pulled over for non-seat belt use. However, if you are pulled over for another infraction the penalty for seatbelt noncompliance is $20 fine for the front seats and if you get into an accident, damage mitigation could result.
